While there is great local momentum for increasing walking and biking in Greater Kansas City, funding infrastructure improvements is a challenge in these times of tight budgets at local City Halls. A new bill in Congress would create an innovative low-cost financing program to help local communities pay for trails, sidewalks, bike lanes, crosswalks, bike share stations, and more.
Kansas City is in a unique position with several members of our Congressional delegation sitting on the Senate and House transportation committees – Roy Blunt, Claire McCaskill, and Sam Graves. And we just received word that Congressman Emanuel Cleaver has signed on to co-sponsor this bi-partisan legislation.

About the bill
H.R. 3978 creates a low-cost loan fund that Mayors and City Councils can tap to finance bike/ped projects. 25% of the fund are dedicated to lower income communities. The bill sets aside just $11 million from a $1 billion transportation fund – it does not raises taxes or add any costs to the federal government.
